Abstract

China's population aging is accelerating, and sojourn pension has become an important growth point of the silver economy. With the advantages of cultural heritage and tourism facilities, historical and cultural cities are uniquely competitive in this field. Taking Xi'an as an example, relying on the theory of pension in sojourn, through the practice of “Qinling” inclusive special train for the elderly, Lintong living and pension pilot, silver hair economic e-commerce service center and so on, it forms a characteristic development path of “traffic problem solving, policy empowerment, community extension”. However, there are still problems such as product homogeneity, lack of professional talents, and lack of industry standards. Therefore, it is necessary to promote the integration of culture and tourism, the specialization of service supply and the integration of regional cooperation, so as to provide reference for the development of tourism suitable for the elderly in historical and cultural cities.
