Abstract

The new New National College Entrance Examination (NCEE) has promoted the fundamental shift of educational evaluation logic from single score to comprehensive evaluation. The purpose of this article is to explore the innovation path of voluntary service system to adapt to the new system, so as to solve the lag problem of the existing service model. The research reconstructs the multi-level closed-loop service paradigm, defines the power and responsibility boundaries of government supervision, university supply and market services, and designs an incentive-compatible collaborative dynamic model based on credit constraints. It is found that the key to alleviate the mismatch between supply and demand is to build dynamic and updated information ecology with ethical norms. This article puts forward that we should adhere to the principle of equal opportunity and digital inclusion, extend short-term reporting guidance to long-term career development, and establish a feedback mechanism for system self-evolution. Through the dual drive of technology empowerment and system optimization, it can effectively safeguard the fairness of further education and promote the precise matching between talent selection and individual development.
